It used to be the case that in Virginia (and this may be the practice in other states of the former Confederacy) schools and other state offices didn't observe the Federal holiday of Presidents' Day - but were closed for Washington's Birthday and Robert E. Lee's birthday. Martin Luther King Jr. Day was observed on whatever Monday the Feds allocated to it.
