Anime cons are unique. You have girls who walk around with "GLOMP ME" signs. One year at AI, Charles encouraged people at Opening Ceremonies not to glomp one another without permission, and the warning went unheeded.
An idea: work a "don't harass each other" message into the opening skit or something like that so the message is less offensive. Another thing I've tried before: let people know that if they are touched or sexually harassed that they can come to any staff person and ask for help. I would even go so far as to say that someone on staff should be put in charge of handling potential cases of harassment, just to offer an ear to listen should someone need to vent or file a complaint.
And, of course, in big bold letters in the program book: You mess around, you harass people, and we'll pull your badge and ban you from the con.
