Another thing I've tried before: let people know that if they are touched or sexually harassed that they can come to any staff person and ask for help. I would even go so far as to say that someone on staff should be put in charge of handling potential cases of harassment, just to offer an ear to listen should someone need to vent or file a complaint.

Both good ideas. I often wonder how much harassment gets overlooked because people aren't comfortable with the idea of coming forward to report this sort of thing.

And, of course, in big bold letters in the program book: You mess around, you harass people, and we'll pull your badge and ban you from the con.

I think this has always been implied in our rules but we could stand to just come right out and say it if we haven't already.
